The article provides an analysis of the implementation of the multi-sectoral regulatory model in Latvia (2001–2015), identifying various aspects and results achieved – the attained high independence and competence level of the National Regulatory Authority, the unity of regulation and observance of sectoral individualities, involvement of all stakeholders, balancing interests and other issues. The positive experience of Latvia shows that the unified regulatory process increases efficiency of utilities regulation and reduces regulatory risks, harmonizes business environment and reduces administrative barriers; still, there are several recommendations for further perfection of the regulatory system. The multi-sectoral regulation is assessed as more competent and qualitative; it becomes preferable for service providers, consumers and the government, especially in small and medium-sized countries.


Authorisation Algorithm for Spectrum Use in the Context of the European Digital Single Market journal article

The proposal of the European Commission for a Regulation concerning the European single market for electronic communications contains ambitious pan-European targets. Among the most prominent are those set for wireless communications in terms efficiency, investments and innovation, while, at the same time, universal access, affordability and support to newcomers must be ensured. However, in their current form, auction and “beauty contest” procedures cannot fully contribute to meet the set objectives. A comparative SWOT analysis of both well-known authorisation algorithms is presented in this article.1 Based on this analysis, an optimized spectrum assignment algorithm is proposed, which brings together the strengths and opportunities and which eliminates threats and weaknesses of both popular algorithms.
