Increasing the Benefits from the Digital Single Market

Andrew Tarrant, Luca Di Mauro

Among other things, extending and deepening the Digital Single Market calls for the removal of differences in the rules governing the provision of electronic communications services between Member States. Despite repeated attempts at pursuing this objective by the European Commission, in particular through successive reviews of the 2002 EU regulatory framework for electronic communications, much remains to be done. This paper argues that the current fragmentation of the single market for electronic communications services to business users along national boundaries is likely to hamper GDP growth to a more significant extent than previously estimated. This is due to a disconnection between the objectives of national regulators and the needs of multi-national businesses, and could be addressed through limited pooling of regulatory powers at EU level.
