CEER Reports on TSO and DSO Unbundling

This article presents an overview of CEER Status Reviews on the extent to which electricity and gas networks in Europe have been unbundled (separated) according to EU legislative requirements. Such network unbundling helps to facilitate competition in the electricity and gas sectors. CEER shows that for transmission networks, the most popular unbundling model in Europe is ownership unbundling besides other models also in operation. A different unbundling regime applies to distribution networks, and CEER explains that distribution system operators are compliant with the legal and functional requirements. European energy regulators continue to monitor network companies’ compliance with the EU's unbundling legislation.
