This report provides a brief overview of the recent decision by the Portuguese government to merge the two entities responsible for rail and road infrastructure, thereby creating a new entity which shall hitherto ensure an integrated coordination and planning of both rail and road infrastructure. The report first examines the measure in the context of the current European regulatory framework for the governance of railway infrastructure and then evaluates the merits of the new governance structure and its potential impact on competition between the rail and the road sectors.
