The Swedish market for passenger railway services has been fully liberalised since 2011 in the formal sense, but the benefits of unrestricted competition are put at risk given the existing congestion, access and infrastructure issues. In this report the authors provide a brief overview of some of the market and regulatory issues against the backdrop of a recently released report by the Swedish Transport Agency.
