Germany: Broadband Network Roll-Out in Germany – Recent Developments in Fixed Networks

Regulating access to infrastructure forms an integral part of the efforts to improve broadband coverage. Recent regulatory developments in Germany in this respect relate to network access in order to deploy a newDSL technologywhich enables a substantial increase in bandwidth. On a different and new level, debates over access to railway infrastructure have been initiated under the Telecommunications Act 2012. The Telecommunications Act introduced new provisions allowing operators of electronic communication networks to request access to existing railway infrastructure for joint use. The German Regulator recently dealt with both aspects of access disputes.
